Reservations in government jobs would negatively affect the quality of administration.
Presently, the upper castes take 90 % of the administrative posts. There are huge backlogs for OBCs, Dalits and Adivasis. This means that the nation as of now is being run by upper castes. Then why is the performance of our nation so poor?
We rank 127th in the Human Development ranking of 177 countries.
According to a survey conducted by UNESCO in 2005, in the field of scientific research Europe America contribute 75 % or more. Contributions of China, Spain and Italy account for 3-4 % each. India does not even figure in this list. The 150 countries which are at the bottom of the list have a share of 11.7 %. This is shameful, considering the population, size and resources that India has Renowned economist has pointed out that corruption is a prime hurdle in the path of economic development. In the ranking of International Transparency 2005, among 259 countries India stands 92nd. Even countries like Mauritius, Brazil, China, Sri Lanka figure above India.
According to the 2005 World Bank Report on Income and Poverty which defines less than 2 dollars per day as the below poverty line income, 80% of the Indian population is below poverty line. In all probability OBC, SC and ST populations would constitute more than 95% of the below poverty line population.
All positions of power have remained in the hands of upper castes from prior to independence till now. Yet the country lags behind.
India lags behind in pure research due to some salient factors. The practical knowledge associated with subjects like Physics, Chemistry, Botany and Zoology lies with innumerous artisan communities like Sonar (Goldsmith), Lohar (Ironsmith), Sutar (Carpenter), Mali (Gardener), Kunabi (Cultivator), Dhor (Skin tanner), Chambhar (Cobbler). But these communities which actually participate in such productive activities have been denied access to education and knowledge.
We as a country also rank high in corruption. It is a consequence of dictum imbibed by the brahmanical order (bootlick your superiors and exploit your subordinates). A society which is not equal becomes a breeding ground for such habits of bootlicking one’s superiors and of sucking blood of one’s subordinates. Reservation is a means to bring forward merit from all strata of a society and thereby taking the society towards equality and democracy. Merit does not decline in the process but instead it improves. The southern states in India have implemented more than 50% reservation from pre-independence days. These are the most progressive states with ace performance in all fields. These states are stellar examples in support of the assertion that reservations do not bring merit down instead they increase it and in addition they bring more social harmony in the society |
