Scenario: - Admission for obc candidate for college admission,
- 27% seats are filled against obc quota.
- Suppose there are 100 students. Merit list is prepared.
- open candidate number 55 (percentage above 75)
- obc candidate number 45 ( 20 students above 75 percentage
- and 25 students are less than 75 percentage )(not considered sc/st reservation )
How do we prepare the merit list of obc candidate?
See page-05 of 27% OBC RESERVATION O.M. IN CENTRAL SERVICES (IAS, IPS etc) 08.09.1993 available in www.obcguru.com . The basic concept for preparation of any selection list is given in Clause 2(b) of G.I., Dept. of Per. & Trg. O.M. No.36012/22/93-Est. (SCT) dated 8.9.1993 which is as follows- 2(b). Candidates belonging to OBCs recruited on the basis of merit in an open competition on the same standards prescribed for the general candidates shall not be adjusted against the reservation quota of 27%. In your case if out of 100 seats 50 seats are unreserved (General) and 27 are reserved for OBC and 23 are reserved for SC-STs. Steps to prepare a selection list will be as follows- Step (1) First of all a COMBINED MERIT LIST consisting of general, SC, ST and OBC candidates will be prepared on the basis or their marks obtained. Step (2) A list of 50 candidates will be declared from this combine merit list which will consist general, SC, ST and OBC candidates on the basis or their marks obtained (Important) Step (3) From the remaining candidates a list of 27 OBC candidates will be declared from this combine merit list on the basis or their marks obtained i.e. marks obtained less then the marks of last unreserved candidate (cutoff marks) selected. Step (4) After step (2) from the remaining candidates a list of 23 SC-ST candidates will be declared from this combine merit list on the basis or their marks obtained i.e. marks obtained less then the marks of last unreserved candidate (cutoff marks) selected.
Result: Total OBC candidates selected will be------------
Say 07 OBCs selected in Unreserved (General) Seats + 27 OBCs selected in Reserved Seats = 34 OBCs. Rule: The candidates selected on the basis or marks obtained in unreserved seats will be counted in unreserved seats and will not be counted in reserved seats. Because only 27% reservation is given to 50% population of OBCs. Answer to your Question- The merit list of OBC candidates will only be prepared after completion of above Step (2).
