NDTV Correspondent Monday, October 16, 2006 (New Delhi): The Supreme Court has questioned the Centre's move to implement 27 per cent reservation for OBCs in educational institutions without proper data on OBCs.
"You announce the policy without having the data. You play the game first & frame the rules later," the Court told the Centre on Monday.
The apex court has also questioned the central government's silence on the creamy layer issue.
It has directed the Centre to submit the report of the Parliament committee on the reservation bill in a sealed cover to the court.
The SC almost restrained Parliament from passing the bill on 27 per cent reservation for OBCs.
But after the intervention of Additional Solicitor General Gopal Subramaniam, the court deleted that portion of the order.
The case will now come up on December 4.
